In a large mixing bowl, combine the fresh broccoli florets with the minced garlic, olive oil, lemon zest, and optional red pepper flakes. Season with salt and freshly cracked black pepper. Toss everything together thoroughly until the broccoli is completely coated with the mixture.
Spread the broccoli mixture evenly on a large baking sheet lined with parchment paper. Ensure the florets are in a single layer to promote even roasting and caramelization.
Place the baking sheet in the preheated oven and roast for 15-20 minutes. Cook until the edges of the broccoli develop a beautiful caramelized color and the florets are tender yet still crisp.
Once the broccoli is roasted, take it out of the oven and immediately sprinkle the freshly grated Parmesan cheese generously over the hot broccoli while it's still on the baking sheet.
Return the baking sheet to the oven for an additional 2-3 minutes. This will allow the cheese to melt and become lightly golden, enhancing the flavor and texture.
After the cheese has melted to your liking, remove the baking sheet from the oven. Before serving, give your roasted broccoli a finishing touch by garnishing it with finely chopped fresh parsley.
